A locked (closed) padlock with a pen or stylus tip positioned at various angles in front of it.
Vendors implementing the same design as theirs could represent a digital certificate in public key technology.
There may also be similar applications Apple's design previously and Google's design both show a stylus tip.
This emoji does not appear in page titles on Apple's Safari web browser, presumably to prevent lower profile sites from pretending to have HTTPS installed for encryption.
